Ethics Ordinance

City of Santa Fe Ethics Ordinance

All City employees are responsible for reading, understanding and following the City of Santa Fe Ethics Ordinance.

The essence of the ordinance is that all employees are to use their positions to further the public interest and not for personal benefit. Key provisions include:

  • Use resources (including copiers, computers, phones, and vehicles) only for performing job duties.
  • Do not accept gifts or money from any person or group that may benefit from your actions or decisions as a City employee.
  • Report all potential conflicts of interest and remove yourself from any City business in which you have a conflict.
  • Keep political activity separate from work at the City of Santa Fe.

Inspection of Public Records Act (IPRA)

IPRA Act

Under the Inspection of Public Records Act, every person has the right to inspect the public records of the City of Santa Fe. The City is responsible for making its records available for public inspection.
 
Awareness of IPRA
Every employee and official of a public body must know that IPRA exists, that their work is a public record, and that records requests must be handled properly. This can be facilitated by having an internal policy that is provided at orientation to all employees and officials.

Designated Records Custodian
Every public body must a designate a records custodian and should share this information with the organization.

Compliance
Everyone should understand the significance of IPRA compliance and to prioritize directions from the records custodian or their staff.

Forwarding Records Requests
At a minimum, everyone in a public body should know what to do when they receive a records request and who to forward it to, as well as the importance of expediting any communication related to records requests.

Questions
Employees and officials should be told who to go to with questions regarding IPRA. This does not necessarily have to be the records custodian, but could be a supervisor, legal counsel, other point of contact. This guide and other internal policies are encouraged to be shared as resources.

City of Santa Fe Self-Funded Health Plan

City of SF Employee Benefits Guide
The health insurance plan that the City of Santa Fe offers to you is a self-funded plan.

Self-funded means that the medical insurance premium that is deducted from your paycheck and the amount that the City contributes on your behalf, is used to pay the cost of medical and prescription claims that are incurred by everyone on the plan.

The benefit of having a self-funded plan is, when the amount of premiums collected in a plan year is more than the cost of claims, the difference remains in the City’s health fund and is used to build a cash reserve. That reserve can be used to absorb costs in a plan year where the cost of claims is greater than the amount of premiums collected or to absorb rising premium costs because of rising medical costs.

The success of our health insurance benefit depends on each of us, as employees, understanding that our premium cost is directly impacted by how we all utilize the health plan. Below are some things that you can do to help protect one of the most important benefits that you and your family receive:

  • Get to know your health plan. Use this Benefit Guide as an assistant. Log onto to https://bcbsnm.com for more information regarding your coverage. Use your online tools to your benefit.
  • Use your benefits wisely and appropriately. Make sure that you know if your providers are contracted with BCBSNM network before you receive services. Remember, there is a difference between your provider taking BCBSNM and being contracted or networked with BCBSNM If you do choose to use a non-contracted, nonnetworked provider, be aware that you will have higher out of pocket costs than if you used a contracted, networked provider.
  • Take advantage of your annual physical benefit (paid at 100%, no copay, no deductible). Preventive medical care and early identification of potential health issues helps you and your family to remain healthy.
  • Join in on the City’s Wellness Program. There are several activities that are designed to help you, and your family members meet your wellness goals such as; incentives, contests, classes, and more. Use the Prescription Mail Order program for savings on prescriptions costs. This helps both you and the plan. Log onto https://bcbsnm.com • Remember, misuse of the plan or insurance fraud directly hurts those who contribute to the plan – you and your co-workers.

Eligibility

All classified employees working at least 20 hours per week are eligible for employee benefits. Your benefits will be effective on the first of the month following your date of hire.

Eligible Dependents

Your eligible dependents include your legally married spouse, domestic partner and unmarried or married children (including stepchildren and adopted children) to age 26. Coverage may be available for a mentally or physically disabled child age 26 or older. Requirements for such coverage and documentation of disability depend on the insurance carrier.

Qualifying Life Event
Selections made during enrollment may not be changed until the next enrollment period unless you have a qualified family status change and notify the City’s Benefits Administrator within 30 days of that change. A qualified family status change includes but is not limited to:

  • Marriage, legal separation, annulment or divorce
  • Birth or adoption of a child or the addition of a dependent Loss of eligibility of a dependent child – age 26
  • Death of a spouse or dependent
  • Termination or commencement of spouse’s employment

Proof of a qualified family status change must be provided when you request a change in your enrollment. Coverage may be delayed or denied if proof is late or not provided.

Public Employees Retirement Association of NM (PERA)
Public Employees Retirement Association (PERA)
Participation in the New Mexico Public Employees Retirement Association (PERA) pension plan is a condition of employment for all City employees except for temporary employees.  PERA is regarded as one of the best pension plans in the Country.  Employee contributions to the plan are made through payroll deduction.  The City provides a very generous contribution on behalf of each City employee. PERA benefits are paid in addition to any supplemental benefits received from Social Security.

Deferred CompensationPERA Smart Save

City employees may participate in a voluntary supplemental retirement plan offered through PERA Smart Save”. Employees may defer payment of a portion of their income (as little as $10 per pay period) to invest in a variety of financial instruments.  Payments into the program are tax deferred until the money is taken out of the plan either upon retirement or severance from City employment. Employees may enroll in the deferred compensation plan at any time. Contact a retirement specialist to learn more about the program.

Assistance

Training Assistance

Training Employees who have successfully completed their probationary period may request training assistance funds to attend career development training events which enhance their skills in their current positions. Depending on the availability of funds, the City will pay registration fees for up to three workshops, seminars, and/or conferences per fiscal year, up to a maximum of $1,600 per employee. Requests must be made three weeks in advance of the event.

Tuition Assistance

Employees who have successfully completed their probationary period may request tuition assistance funds to attend “for credit” courses from an accredited institution of higher learning to pursue a degree or to prepare for upward mobility within the City. Depending on the availability of funds, the City will pay tuition, registration fees, activity fees, distance education, and lab fees of up to $1,600 per employee per fiscal year. Educational Leave

Pursuant to the City of Santa Fe Educational Leave Policy, 2500-6-3, the purpose of this benefit is to provide eligible employees up to six (6) hours per week of educational leave to attend “for credit” classes at an accredited institution. Educational Leave Application 2024

Transportation

Employees may ride Santa Fe Trails buses at no charge by displaying their City ID.

A.C.T.

The A.C.T. Program

A.C.T. Accountability Customer Service Transparency Developed by employees from across the City, the A.C.T program was established to ensure all City employees work together to:
  • Provide the highest quality of service to our community
  • Assist businesses and contribute to their success
  • Offer visitors a welcoming experience
The key to meeting these goals is to follow the three principles of A.C.T: More than a philosophy, A.C.T provides concrete guidelines for employee conduct at work. Monthly tips describe how to apply the three principles while working for the City.

NM EDGE

NM EDGE (Education Designed to Generate Excellence in the public sector), a service of New Mexico State University’s Cooperative Extension Service, is a program designed to provide a comprehensive course of study to administrators, managers, elected officials, and staff in local, state, tribal, and national government. Through this program, participants can acquire and apply best practices, theories, and strategies based on the highest professional standards. All City of Santa Fe employees who have successfully completed their probationary period may apply.

Santa Fe Community College

Santa Fe Community College, with the partnership of City of Santa Fe, offers development training courses for employees. There is no cost to the employee for the classes but preregistration is required. See the Training Calendar for specific classes and registration guidelines.

New Hires

If you are a NEW employee to the City of Santa Fe, your first month will look like this:

New Supervisors

If you are a NEW supervisor with the City of Santa Fe, you will be assigned to take the 90 Day Supervisor Training, which is 3 weeks of 2-hour sessions to ensure you have a good understanding of how to manage your team, the processes expected and the ability to ask questions.

The Workforce

Having a successful organization requires strong commitment from both the employee workforce and leadership team members. An employees’ role is critical to uphold the organization’’’s mission. Not only should the employee understand their job role, but they must also execute their job duties consistently and effectively while adapting to change. Through management’s unwavering support, the workforce can execute job tasks and find a healthy work balance. How will you participate in creating a healthy work environment? Regardless of your role, you can make a difference!

Employee Responsibilities

Employee responsibilities help define the course of a successful career with the CoSF and play a vital role in creating a team-oriented environment that is sure to achieve successful outcomes. But employees are also a critical component to how management succeeds. Without the employee workforce and their dedication to work assignments, management would not be able to produce or present services throughout our community.

Be a Better Employee

Employees should strive to improve and set personal goals while in their position. Whether you improve upon your current job skills or learn new job skills, an employee who models adaptability and flexibility shows a willingness to learn and grow. Employees who seek opportunities also show their commitment to our community because when they embrace change for themselves, positive change makes its way to our community. Even if an employee is successful in their current job, learning opportunities to refine or refresh existing skills through team collaborations can inspire new ideas or a change to a current process. Often times coworkers provide the best advice. If you are willing to accept and apply the feedback they provide, you learn more about yourself and make a conscious effort to address areas of improvement through practice, practice, practice. Changing a habit will take time, but consistency will go a long way and you will never regret the positive change.

As a workforce member, defining your purpose requires a certain level of commitment.

While some roles within your job duties require leadership input, setting personal job goals is very much within an employee’s control. When a workforce member chooses to participate in a positive manner, the impact on their team is bound to be great. The more teams come together to share knowledge and focus to align organizational goals, the more we can yield in resources.

Throughout any position, there is always room for improvement or the ability to make enhancements. Take the initiative to have the awareness it takes to succeed in your role. Remain open-minded, learn new skills, stay adaptable to change, and always stay engaged by asking yourself — What is my purpose? What are my goals? And what do I need to achieve them? Reach out for assistance as needed and bridge gaps within your department to create a work environment that contributes to the bigger cause… Our Community.

TIPS FOR A SUCCESSFUL TRANSITION INTO YOUR NEW POSITION

  • Structure your day. Set goals for yourself and be realistic around the expectations.
  • Take regular breaks. Acquire and maintain job skills by taking care of yourself first.
  • Ask questions. It is important to understand your job role, so seek out supervisors and coworkers for assistance. Teamwork leads to successful outcomes.
  • Maintain good and healthy boundaries. Whether these expectations are set for yourself, or they are expectations related to the position, deal with issues before they become overwhelming.
  • Remember that change is good. Make a conscious effort to routinely change your own processes and establish changes that are engaging and maintain consistency. Allow yourself to be adaptable and flexible through change, it will carry you through challenging times.
  • Develop your skills. The City offers various training opportunities and your Human Resources department consistently provides various trainings to all employees.

Ultimately, it’s an employee’s awareness of themselves that will be the reward throughout their career. When an employee has a good understanding of themselves and wants to improve, they set expectations and reasonable goals that will help them achieve success in any organization.

Success can mean producing good work or even deciding the job is not suited for their career needs. Until an employee is well established and understands the consequences of their contributions, it can be impossible to connect with the job role and feel as though you are of part of the Mission. Whether you foster self-growth or growth amongst management and coworker through interactions, job skills are built around your willingness to be a positive, contributing team member.

Through personal accountability, respect is earned; Through consistent communications, loyalty is earned; Through respectful interactions, trust is earned; Through self-awareness, success is achieved. Improve for yourself first and you will always achieve expectations.

Below are some things you can do to improve:

  • Continue learning from other staff, and taking courses, classes, or trainings.
  • Have a mentor you can call on and be a mentor to others.
  • Ask for feedback from management and coworkers.
  • Nurture yourself often by knowing and understanding how you work most effectively.
  • Gain knowledge by staying open-minded to new ideas and presenting your ideas often.
  • Expectations of your role should empower you to achieve.

Strengthen your skills by using consistent communication and active listening in the office. Continue to develop your skills by inspiring and supporting change amongst leaders and employees alike. It is not how much you know but how you use what you know that will help make a difference, so don’t wait to implement a new change or skill- take action.
